DHA Islamabad-Rawalpindi (DHAI-R) is one authority across two cities, with 6 phases and the toughest topography in any DHA. This is the 2026 cost guide — and why your foundation budget needs more planning here than anywhere else.

2026 DHAI-R rate band

DHA Islamabad-Rawalpindi sits at PKR 2,500–3,700/sqft on grey structure in 2026 — the highest of any DHA city. The reason is topography, labour rates, and seasonal curing.

  • 5 Marla: PKR 2,500–3,000 / sqft
  • 10 Marla: PKR 2,700–3,300 / sqft
  • 1 Kanal: PKR 2,900–3,500 / sqft
  • 2 Kanal (Phase 4, 5): PKR 3,100–3,700 / sqft

Turnkey runs PKR 6,000–8,800/sqft depending on spec. A 1 Kanal premium turnkey here lands at PKR 4.5–5.5 crore.

Why DHAI-R is the most expensive

Three reasons stack on top of each other:

  1. Topography. Phase 2 and Phase 5 have meaningful elevation changes — 6 to 12 ft slope on a single plot is common. This requires retaining walls before the foundation pad can be poured. Custom retaining-wall design adds PKR 200–500/sqft on the grey cost.
  2. Labour. Mason and steel-fixer day rates in the federal capital area run 15–20% above Lahore. Foreman rates run 25% higher.
  3. Seasonal pause. Concrete needs to cure above 5°C, and winter nights in Islamabad routinely hit 2–4°C from late December through early February. We either pause pours or use winter additives (which cost more). Builds plan in 4–6 weeks of slower progress through winter.

One authority, two cities — what this means

DHA Islamabad and DHA Rawalpindi are not separate. They share one authority — DHAI-R — and Phase 2 famously straddles both cities. The map approval, the bylaws, the building control desk are all unified. For SEO and practical purposes, treat them as one market.

Phase-by-phase

  • Phase 1 (Morgah): Oldest, mostly renovations. PKR 2,500–3,000/sqft.
  • Phase 2: Most active. Variable topography. PKR 2,800–3,400/sqft.
  • Phase 3: More even ground. Mid-range. PKR 2,700–3,200/sqft.
  • Phase 4: Quieter, larger plots. PKR 2,900–3,400/sqft.
  • Phase 5: Premium end. Variable bedrock requires custom soil testing. PKR 3,100–3,700/sqft.
  • Phase 6: Developing edge. Early-mover pricing. PKR 2,500–3,000/sqft.

What changes about the build process

Two things specific to DHAI-R:

  • Soil testing matters more. Bedrock variability means a generic foundation design won't work. We commission a soil report on every plot, no exceptions.
  • Winter pours need planning. Casting columns or slabs between mid-December and early February requires either schedule deferral or winter-grade concrete additives. We pre-plan around this.

What to budget

For a 1 Kanal turnkey in DHAI-R in 2026, plan a working budget of PKR 4.5–5.0 crore for standard, PKR 5.5–6.5 crore for premium, PKR 7.5–9.0 crore for luxury — plus an additional PKR 5–15 lakh contingency for retaining walls if your plot has slope, and an extra month on the timeline if you're cutting through winter.
